New LocoNet packet defined by Rocrail

Some manufactures are thinking up new LN packets and do not want to make it public.
But with Rocrail we have no fear to public self defined LocoNet packets.

The OPC_LISSY_REP is re-engineerd...
The OPC_WHEELCNT_REP comes from Rocrail.

Watch for more posts on the wheel counter subject. ( No, not you Mr. TC;-) )

Very old message but..why present/absent information is no present in this packet ?
