ORD3 as a Programmer

Can an ORD3 be used to program a loco on a Training Track (or would I have to get (say) a Sprog II as well)?

Hello,

No.
The ORD3 is a booster. You can do programming on the main track attached to the ORD3. (write only).
But you will need anyhow a command station, which sends the signal to the ORD3.
If you need a programming track (e.g. for reading CV's), you can have a look at the CAN-GC3, which is the command station from the project.
